Moody’s Affirms Bogd Bank at ‘B2’ with Stable Outlook, Citing Strong Capitalization and Profitability

Moody’s Ratings affirmed Bogd Bank JSC’s long-term deposit and foreign-currency senior unsecured debt ratings at ‘B2’, along with its ‘b2’ Baseline Credit Assessment (BCA) and Adjusted BCA. The outlook remains Stable.
The affirmation reflects Bogd Bank’s strong capitalization, solid profitability and adequate liquidity, balanced against its small deposit franchise, greater reliance on wholesale funding and unseasoned risks from planned expansion. Following macroprudential measures introduced by the Bank of Mongolia and the Financial Regulatory Commission in early 2025, loan growth slowed to around 13% in 2025 from a CAGR of around 55% in 2020-24. The bank is now shifting its focus toward small and medium enterprise (SME) lending, transaction banking and payment solutions, which Moody’s expects to drive loan growth above the system average.
Asset quality has improved markedly, with the problem loan ratio falling to 2.1% at end-2025 from 6.3% in 2023, although loan loss reserves cover only 22.5% of Stage 3 loans, partly mitigated by additional special reserves required by the Bank of Mongolia. Capitalization remains a key strength, with tangible common equity to risk-weighted assets of 22.8% at end-2025, expected to moderate to 18-20% over the medium term. Profitability is expected to remain strong through 2027, with net income to tangible assets above 3%, although net interest margins may narrow as deposit rates reprice faster than loan yields.
Core banking liquidity stood at 16.7% of tangible banking assets at end-2025, further supported by the bank’s USD 100 million three-year debt issuance in mid-2026. Moody’s expects less stable funding to decline to 15-20% from 31.9% at end-2025 as the bank extends debt tenors and diversifies toward foreign development finance institutions. As a non-systemically important bank, Bogd Bank’s ratings do not include government support uplift, and its BCA is set two notches below the initial Financial Profile score of ‘ba3’ to reflect rising unseasoned loan risks. As of June 2026, the bank reported total assets of MNT 1.4 trillion (USD 395.2 million) and shareholders’ equity of MNT 228.2 billion.
CMM Perspective
Moody’s affirmation underscores Bogd Bank’s strong capital and profitability, which place it among the better-performing mid-sized banks in Mongolia. However, its new growth strategy in SME lending and payments carries execution risk, and relatively low provisioning against problem loans means any deterioration in asset quality would weigh directly on earnings and capital. Key factors to monitor include the pace of loan growth, progress in expanding its retail deposit base, and funding diversification following its USD 100 million bond.
